[Pkg-bazaar-maint] brz-debian dropped dh-make subcommand since v 2.8.51

Please check this issue:

Current version of the brz-debian package in debian and ubuntu repos lacks
dh-make subcommand support since v 2.8.51. That affects at least Ubuntu's
packaging guide:
https://packaging.ubuntu.com/html/packaging-new-software.html

What will be the fastest approach to resolve this issue? Update
documentation?
