Bug#362257: boinc-client: -no_gui_rpc option is poorly named and misleading

the boinc man page says:

              don't allow GUI RPC, don't make socket

but that option also prevents access by the boinc_cmd program.

"don't make socket" is a hint, but a more complete explanation,
or (upstream) a better name for that option, would help.
