[Bug 163853] Boinc fails to start gives "GUI RPC bind failed: 98" error

Public bug reported:

I installed Boinc (boinc-client) via aptitude, but when I try to run the
client I get this error:

I'm not certain where to go from here.  If there's anything I can do to
help solve the problem please let me know.  I'm going to purge the
package compile from source to see if I get the same error.
