Correct. This is not a boinc bug. This is due to the changed behaviour
of the linux scheduler. The correct fix would either be to use
CONFIG_FAIR_CGROUP_SCHED which will give the user the option to use
group scheduling, or using uevent scripts to set the user's share by
default.
