Bug#562431: on x86_64, boinc-client should recommend or possibly suggest ia32-libs

It is not documented that boinc-client will be able to run applications
from projects which only support the i686-pc-linux-gnu platform, on
Debian amd64 systems, so long as the ia32-libs package is installed.

ia32-libs should probably be added to the recommends on this platform,
or at least to "suggests".  It would be good if this was also documented
in /usr/share/doc/boinc-client/README.Debian
