[Bug 525241] [NEW] Move to upstart for initscript

Public bug reported:

Binary package hint: boinc

It looks useful to consider moving BOINC's init scripts from sysv
compatible to Upstart native.  Ubuntu, Debian, and Fedora all are using
Upstart so it might be good to make a Upstart job in collaboration with
them.

One current benefit is better integration with bootup on Ubuntu.. should
work better with the speed improvements they have done for lucid.  One
future benefit will be when the new feature, "Events generated at timed
intervals or scheduled times" comes into play and we can use Upstart to
do more management of BOINC.

I am looking into making a test job for use with BOINC, but I'm just
learning Upstart jobs.
