Well, this is a known problem, the GPU and CUDA functions depends that your X session
be enable at the time you start boinc, right now boinc is being started before
your X session.
Even that this is known problem we don't have a good way to deal with it yet,
since we can not set boinc to have a depends on an fully X installation.
Maybe we need to add an entry on README.Debian telling users about the common
issues with ATI and NVIDIA GPUs and the common workarounds too.
