[Bug 1115607] [NEW] boincmgr unable to launch a second instance

Public bug reported:
Not sure if this is an upstream bug or not as I am unable to test on
another Linux.
Open boincmgr, open Advanced menu and select "Launch another BOINC
manager". Nothing happens.
This appears in the console:
execv: Permission denied
Cannot find anything in the syslog regarding permission conflicts.
Tried with upstream version 7.0.44 and the problem remains.
Could this be specific to Ubuntu?
