The problem (and many other problems) all stem from the requirement to
separate BOINC directories.

Simply adding /var/lib/boinc-client for boinc-manager is enough as I see
it, it just need to be set for boinc:boinc. Everything else is unlikely
to occur and will probably go away in time, as things change.
