[Bug 1238656] [NEW] boinc manager preferences defaults to run always

Public bug reported:

No matter if the user sets the preferences to "run based on preferences"
or "suspend" or the network activity to "network activity based on
preferences" or "network activity suspended" upon a reboot the gui will
default the selection indicated by the radial icons in the activity menu
to "run always" and "network activity always available".

This defaulting to always running defeats the ability to set preferences
to restrict activity by time of day, % cpu, memory, etc use thus
severely impacting the user experience in a negative way.

Expected behavior would be to default to "run based on preferences" and
"network activity based on preferences" and if a user selects a
different choice from the list that the choice is retained upon reboot.
