yes, two different bugs, this one is fixed.

My opinion is:
boinc init script is called before gui initialization, so the calls fails, when you restart it everything works normally.

Something in init script should be set in order to make it run AFTER the
gdm/lightdm/* engine.

this is a long stading bug, that prevents some graphic card to be
detected without a reboot, and I don't know how to properly fix it
