Bug#947948: boinc: dpkg-buildpackage fails building packages

Dear Maintainer,

   dpkg-buildpackage exits with error while building BOINC packages suite:
     the same error occurs within various version and systems:       - ubuntu 19.10 (boinc 7.16.3)
       - debian 10.2 (boinc 7.14.2)
       - debian 10.2 (boinc 7.16.3 experimental)

     Please note: version 7.9.3 (ubuntu 18.04) can be successfully built

     These are the last lines or report boinc_7.14.2+dfsg-3_amd64.build
>> dh_install: Cannot find (any matches for) "lib/systemd/system" (tried in ., debian/tmp)

>> dh_install: boinc-client missing files: lib/systemd/system
>> dh_install: missing files, aborting
>> make[1]: *** [debian/rules:407: override_dh_install] Error 25
>> make[1]: Leaving directory '/home/luigi/src/boinc/boinc-7.14.2+dfsg'

this prevents from porting the boinc-server-maker package to the stable OS version.
