[Bug 1959154] [NEW] High CPU usage during upload results files

Hello,

When boinc is sending large results files, DSL upload is fully exploited
( 700kbps ) but cpu usage is very high. The process "/usr/bin/boinc" use
a full core to do this. (12% on a 8 threads CPU)

After it finish to upload, the cpu usage return to low usage.

Didn't have this issue on Windows version.
