Bug#730332: Please decouple boinc-manager from boinc-client

Dear Maintainer,

this issue simply boils down to:

  * Having the `boinc-manager` package contain `/var/lib/boinc-client`
  * Having the `boinc-client` package use `Replaces: boinc-manager` (to allow
“file conflict”)
  * Downgrading the `Depends: boinc-client` in `boinc-manager` to `Recommends:
boinc-client`

Is this a permissable set of changes?
