Bug#730332: this works without boinc-client installed

In my tests I install libboinc7t64 and libwxgtk-webview3.2-1t64 then a copy of 
boicmgr scp'd from another system works without the boinc-client package being 
installed.

The best solution to the path issue that's raised might be to have a shell 
script to run it which does:

cd /var/lib/boinc-client || true

Before running the program.
