Bug#1149608: boinc: FTBFS with UNRELEASED changelog

Hi!

While rebuilding the python related packages against the Python 3.15rc2 
version we found that boinc failed to build from source:

 From the log, the error seems to be:

   make[2]: Entering directory 
'/build/reproducible-path/boinc-8.2.15+dfsg/samples/wrapper'
   g++ -g -O2 [...]  ../../zip/libboinc_zip.a -lzip -lz
   /usr/bin/x86_64-linux-gnu-ld.bfd: cannot find -lzip: No such file or 
directory
   /usr/bin/x86_64-linux-gnu-ld.bfd: have you installed the static 
version of the zip library ?
   collect2: error: ld returned 1 exit status

So building samples/wrapper fails with 'cannot find -lzip'.

This is not failing in the buildds or in reproducible builds, because 
these samples are only built when ENABLE_SERVER_TEST is set, and that 
variable is only set when the changelog distribution is experimental or 
UNRELEASED.
