installed cacti package

apt-get install cacti
followed installation instructions
* What was the outcome of this action?
cacti doesn't work.
It does not generate files in the rra/ directory
It does not show any graphs
Also, the installed HTML documentation has broken links to wrong paths of CSS files
* What outcome did you expect instead?
Should work out of the box.
And the HTML documentation should be built and linked correctly
