[Pkg-cacti-maint] Bug#1129582: cacti autopkgtest performs a udp port 137 scan on 192.168.1.*

Running the cacti autopkgtest performs a network scan of 192.168.1.* on
udp port 137. If you run this test on hetzner.de infrastructure, the
running host gets blocked. As the test does not require any responses,
it should ideally not be generating the traffic in the first place.

Consider setting "enable_netbios" to off in
