Justification: policy violation

hi,

both citadel-client and stress ship
 `/usr/bin/stress'
but do neither conflict, nor add a diversion, thus fail to be installed in the
same environment:

 > dpkg: error processing /var/cache/apt/archives/stress_0.18.9-1_amd64.deb (--unpack):
 >  trying to overwrite `/usr/bin/stress', which is also in package citadel-client

 > E: Sub-process /usr/bin/dpkg returned an error code (1)
