Well the bug title is:

webcit: embeds prototype.js

Sounds to me like a special file. But anyway, don't get me wrong. I'm more than
willing to link to a protoaculous package instead of using the citadel provided
version. But there is none atm. I simply don't see a bug in webict in the
current situation. It might become one in the future, depending on whether this
file is packaged seperately, but right now it is not. 

And just for the record, I absolutely agree with you that a centralized version
of this file is desireable. I'm just not willing to package it. :-)
