it affects the piuparts test of debbugs which fails due to the citadel
failure (and for some reason piuparts tried to test debbugs even if
citadel failed (eventually there are alternative depends ...)

in order for piuparts to automatically detect that as a known/reported
problem (and move it to the bugged category)  I set the affects + found
in debbugs/2.4.1
