For that:  Changed SMTP MTA port from "25 to "-1" on the "SMTP" page in the 
Site Configuration in the webcit interface.

    Regarding that;   initially was able to add the user by running the 
command " sendcommand creu admin"  but ended up running the setup script again  
(/usr/lib/citadel-server/setup) to ensure that the user was set up correctly.
