I think we've got a bit of a chaos in here:

- We've got debian/README.Debian, that is a global one that will get installed
  in all packages
- We've got debian/clamav-milter.README.Debian, which already contains the
  interesting parts of
- clamav-milter/INSTALL, which we are installing nevertheless.

As a results (see http://packages.debian.org/sid/amd64/clamav-milter/filelist)
we end up with a README.Debian, README.Debian.gz, INSTALL.gz in the
clamav-milter package.

I guess we can safely remove the INSTALL file, but what should we do about the
README.Debian fuzz?
