[Pkg-clamav-devel] maintainer field?

OK, I've changed the etch-volatile and unstable branches to reflect
this.  As people do work on the packages (basically, as you add an entry
to debian/changelog) add yourself to Uploaders so that it doesn't
confuse the BTS into thinking it's an NMU.  Or at least that's an
approach that makes sense to me.
