Agreed.  In Ubuntu clamav-milter is not in the archive component that has security support from 
Canonical, so it wasn't an initial priority.  Additionally, it needs to be tested for some time 
by someone who actually uses it.  Unfortunately, I don't know of anyone 
that does.
