There's nothing much we as developers can do about a package being
transiently missing in unstable.  If missing packages are going to be a
problem for you, then the solution is simply: don't use unstable
packages.  If you need newer packages than stable, use testing or
volatile or backports.  Unstable is called unstable for a reason, and
it's got very little to do with the package.
