I've done it and there were those strange ^B's in the Proxy field followed by a 
white space. Removing only the white space was not decisive for the problem. 
After removing completely those values (all the line, not only the white 
space), they disappeared in subsequent configurations (sudo dpkg-reconfigure 
clamav-freshclam) and the generated freshclam.conf was right.
I don't know if dpkg retains old configuration entries but it seems like it 
pushed those wrong values in the freshclam.conf from somewhere (BTW I never 
needed a proxy).
