[Pkg-clamav-devel] redo debian/rules with less dh for clamav

Hi,

I just pushed to
  alioth.debian.org/git/pkg-clamav/clamav.git bigeasy_debhelper

my debhelper rework. --stat says

It is not done yet. It builds however. I need to add back the fix for
#621206, consider pkgdatadir and I think that was all.

I started this because "dpkg-buildpackage" does not work after it built
once because "make distclean" cleans config.status which is a
dependency. Also I've seen a build with -j12 break during building
packages. I don't see this problems anymore.

If soneone has a problem with, please let me know.
