I don't think any reverse dependencies need it.  If they are, they should be 
considered buggy from a Debian perspective.

If the two of you have worked through it and convinced yourselves that the 
rules fixes produce an equivalent or improved package and will work all the way 
back to oldstable, please merge the changes.  I'll be offline much of tomorrow 
and Friday, so don't wait for me.  Do keep in mind that I've pushed some 
debconf translation updates to the unstable branch.
