Additonally, while I was looking at this, I noticed that for freshclam, 
SafeBrowsing is not in the template and I think it should be.  I think that's 
exactly the kind of option a user might want to enable.  

FYI, the links about SafeBrowsing in freshclam.conf.sample are both dead.  I 
filed Bug #10993 upstream about it.
