This is strange and I can't reproduce it.

The icon should be provide by the package gnome-icon-theme and clamtk 
depends on that.

Maybe your installation/disk is corrupt?

Please report the output of the following commands:
$ dpkg --verify gnome-icon-theme
$ find /usr/share/icons/gnome/ -name *gtk-new* | xargs file
$ find /usr/share/icons/gnome/ -name *document-new* | xargs file

Mixing unstable and stable might cause problems.

Is there a reason, why you updated clamav, but not clamav-freshclam?

You have the package installed, so the icon should be available.
