This is not surprising, because clamav-freshclam.config is something 
very different than freshclam.conf.

Instead create /etc/clamav/freshclam.conf with only the PidFile line:
# echo "PidFile /var/run/clamav/freshclam.pid" > /etc/clamav/freshclam.conf
