I could reproduce the problem with this VM image.
Installing clamav-freshclam with apt works fine, but installing it with 
apper results in the broken HTTPProxyServer line.

apper uses packagekit, so I tried it directly with that:
pkcon install clamav-freshclam
This also produced the broken configuration.

 From a brief look at the packagekit source it seems as if packagekit 
sets the http_proxy environment variable to a bogus value (I think -1).
This is then used by clamav-freshclam, which leads to the broken 
configuration.

If the http_proxy environment variable is set when starting pkcon, it is 
respected and ends up in freshclam's configuration file.

Obviously, packagekit should not set the http_proxy environment variable 
to a bogus value.
Therefore I'm reassigning this bug to packagekit.
