These are expected, as they are configuration files.
If you want to remove them, you have to 'apt purge clamav-freshclam'.

> /etc/systemd/system/clamav-freshclam.service

This file doesn't come from the clamav-freshclam package, which ships
the service file in /lib:
$ dpkg -L clamav-freshclam | grep service
/lib/systemd/system/clamav-freshclam.service
