[Pkg-clamav-devel] Bug#1028022: libclamunrar9: Not buildable/installable with clamav 1.0/libclamav11

Justification: fails to build from source (but built successfully in the past)

It will take some time to update libclamunrar to provide libclamunrar11.
This should not block the clamav transition, so libclamunrar will
probably need to be (at least temporarily) removed from Testing.

This bug is to make sure it doesn't prematurely migrate back.
