[Pkg-clamav-devel] Bug#1033279: the clamav-freshclam package fails to upgrade on Debian 11

description: the clamav upgrade via apt-get failed
the reason seems to be that the file /var/log/clamav/freshclam.log is 
not detected but instead this exists

proceeding with the command dpkg --configure -a does not solve the problem.
