[Pkg-clamav-devel] Bug#1114560: ClamAV Daemon does not use the config file!

I just went down a rabbit hole. Even with dpkg-reconfigure 
clamav-daemon, it would not load with the config file settings.

I was trying to get clamav-milter to work, it wouldn't work saying it 
couldn't connect to clamav. But I had the settings configured correctly.

Then I did clamd --foreground and suddenly everything works.

So I investigated a little and it turns out the clamav-daemon does not 
load the clamd.conf settings.

I verified this with netstat -tlnp as the clamd.conf was set to use a 
ip:port instead of socket.

When using clamd --foreground, the port existed. When using 
clamav-daemon, it did not.

Just some food for thought. Unless I'm a bumbling idiot and missed 
something vital.
