[Pkg-clamav-devel] Bug#1115734: fangfrisch: does not work per documentation, missing initdb

The fangfrisch package does not indicate that one needs to run initdb
before using and does not do that itself.

The upstream documentation does indicate that one may need to run it,
but also says that “it is likely not needed for sqlite”.
