[Pkg-clamav-devel] libclamunrar updated in Salsa

I hope all is well.

I spent tonight on libclamunrar on Salsa.

Same git-dpm -> gbp.

Then updates of debcompat-helper -> 14, Standards-Version -> 4.7.4.

Then I fixed a bunch of Lintian warnings.

Also copied over the Rust crate copyright lines from the clamav package, 
and removed the stale ones.

I am sorry for sending you all this work. Hope to get it in before the 
Forky freeze, that's all. And, due to personal circumstances in the 
family, I don't always have time in the evenings, so I use it when I 
have it :)

Before uploading, please have a look at the package name (I mentioned 
this in the MR as well). The libclamunrar package does not have the dsfg 
thingy in the name. I couldn't find that it is compulsory when one uses 
Files-Excluded and repacks the upstream archive, but we do for this 
package. And the clamav package does have the dsfg string. So, perhaps 
libclamunrar should also carry it?
