Debian Clojure team pre-freeze updates

Please go ahead and just complete team uploads; I am going to struggle
enough getting my own packages done on time. If you don't have access to
the git repos, request it and I'll bug one of the admins about it.


Other updates on my side:

Leiningen is currently in AUTORM thanks to #900299.[*] I've confirmed with
upstream that Leiningen with Clojure 1.8 is not compatible with JDK11,
so we are going to push to try to get Leiningen upgraded to Clojure 1.10
upstream before the end of freeze.

This would simplify things immensely, because we wouldn't need multiple
versions of Clojure hanging around the release.

So I update my plan to propose we:

- Upgrade `clojure` to 1.10.
- Upgrade Leiningen (2.9.0?) to build-depend on `libclojure-java >=
  1.10` instead of `libclojure1.8-java`.
- RM `clojure1.8` for buster.

I have a bunch of NEW packages that lein now depends on I'll need to get
done this weekend for that to work, but they are hopefully
straightforward enough for FTP Master...
