Clojure 1.8 RM for Buster? and more freeze updates

Hi folks!!

Here's another (mid-)freeze update.

Successes:

- Clojure 1.10 has been successfully uploaded to unstable. It got
  blocked by an autopkgtest regression but I got that fixed today.
- The new nrepl is available as libnrepl-clojure.
- bultitude was uploaded and points at the new fork.
- I fixed a few other assorted bugs.

I'm trying to keep Buster work vaguely documented on the wiki:

Misses:

- Need to get the reproducible builds bug for Clojure that kills
  performance updated... there seems to have been a regression since
  that was closed because Clojure 1.10 has a >12s perf difference with
  reproducible builds turned off. Been procrastinating on that email.
- I still don't have Leiningen building against JDK11 or Clojure 1.10. I
  spent a bunch of this weekend on it to no avail... I get a jar but it
  doesn't work properly. I'm gonna try some more radical measures soon.

I'm going to fix leiningen and pomegranate, and tools-nrepl can probably
be RMed, but the others are all puppet deps.

I'm okay with continuing to maintain Clojure 1.8 for buster, but if we
can get it removed that would be convenient... I can file bugs for
updating the dependencies if people are okay with doing that during soft
freeze, otherwise I'll leave it alone.
