Package for libquoin-clojure

Hello,

My apologies for the confusion regarding the naming. My intention was to
use libUPSTREAMNAME-clojure since robert-hooke is set that way if I'm not
mistaken. I am however clumsy and didn't change the names properly. I'm
fine with UPSTREAMNAME-clojure, we can do that then.

I do have an upstream branch for quoin (but not for scout =S), I think I
didn't git-import-orig properly. Thank you for the documentation, I'll give
it a look right away so I can repack quoin and scout.
