[Pkg-cmake-team] Update cmake in stretch-backports

Hi Augustin

Do you mind if I update cmake in stretch-backports to the version 
currently in testing (3.13.2). I need a newer version of cmake to 
create a backport of ceph.

I already built cmake locally and will upload it if you don't 
object.
