/usr/share/sword/modules should not need to be created (at least from
the standpoint of sword). It should be created automatically when
installing a module. I believe that /usr/share/sword/mods.d does have
to be there even if empty.

Perhaps this info might be completely irrelevant to you packaging gurus.
