Дмитрий Ледков has proposed merging
lp:~pkgcrosswire/libsword/list-missing into
lp:~pkgcrosswire/libsword/tag.

/tag branch - reverted all my commits since last jmarsden commit
/list-missing - a branch which has usefull bugfixes and none of the
"utils" debris

Requested reviews:
   Crosswire Packaging Team (pkgcrosswire)

Added utils.mk to use list-missing target.
Through list-missing target identified that libsword.la wasn't
installed into dev package as well as that the translit icu files were
not installed with the libsword7 package.
