I'm pretty sure Debian Policy 3.8.1 just made this style pf changelog
obsolete.  See

I think this means only the normal style with no [ Some Person ] lines
is permitted.

The missing files hook is a useful find, I had seen it used in other
packages but not investigated how it worked.  But I think we'll need to
just use plain boring normal changelog format from now on :)
