If you install the package debian-policy you will get a file called
/usr/share/doc/debian-policy/upgrading-checklist.txt.gz which describes
the changes between version of the policy. I do not know if there is
somewhere online where you can easily see this file in a web browser.

There should be a way to add this so it runs at the start of the install
target, or even after all modules have been installed? Maybe the
common-binary-post-install-arch and common-binary-post-install-indep
targets in debhelper.mk would work for this?
