The frontends have a policy of only depending on released versions of
the sword library so that is all we can package.

Diatheke was only separate because of the webserver dependency. Since
that is going I'd think that all the tools should be together. N.B.
libsword6 and libsword-tools/newdiatheke will be mutually exclusive.

There is also the conf file /etc/sword.conf and the contents of
/usr/share/sword/locales.d which will be in both libsword6 and
libsword7. But those are necessary.

For a previous release I suggested a sword-config package that
contained those files but Debian ftp-master vetoed that idea.
