Does indexing needs to be done only once at install time? Or does it needs to be updated continiously
If only at install time packaging can generate it at install time.

Kindly ask GS to store it in ~/.sword; regardless of where the modules are installed. Or better in
~/.gnomesword since these features are not compatible with any other sword tool
