Sorry for taking so long to catch up on my mail (still working on it).
The reason that most of those are still there in the control file is
that in Debian you are supposed to be able to upgrade from any release
to any newer release.[1]

afair libsword-runtime, libsword-config were never released but were
made sometime in unstable. So they could be removed.

[1] I'm not sure if this is true for all releases any more but it is
